Arizona Introduces FY2027 Budget Bills
Today, legislators introduced bills for Arizona’s fiscal year 2027 budget. Republican Leaders Focus on Spending Cuts and HR1Republican leaders propose major spending reductions while they implement the tax, health, and human services provisions in HR1 (the Big Beautiful Bill). As usual, lawmakers will likely revise this initial version substantially before it becomes law, or the Governor may veto it and force new negotiations.
Proposal Omits Member Requests
This proposal excludes every individual “member funding ask” from legislators. It also rejects the Governor’s agency funding recommendations. Instead, state agencies receive a flat 5% budget cut and no extra resources to meet HR1’s new requirements.
Major Change to Hospital Presumptive Eligibility
The budget contains few new healthcare provisions. However, Republican leaders ask the Centers for Medicare & Medicaid Services (CMS) to limit Hospital Presumptive Eligibility to children and pregnant women only. If CMS approves this limit, many patients; especially those with serious chronic conditions and long-term illnesses, will wait longer for necessary medical care. Hospitals will also absorb higher levels of uncompensated costs. This change concerns Arizonans living with chronic pain and complex medical needs.
